Garbage trucks may get a 5 a.m. exception to the noise rule
A complaint about early garbage trucks put the city’s noise ordinance on the table Monday night.
Chapter 49 says a noise disturbance at a house is generally off limits between 9 p.m. and 7 a.m. City plow trucks and water-main crews are exceptions. Garbage trucks are not. Kevin Carlisle, owner of Town & Country Sanitation, was at the meeting with one of his crew. His residential trucks are out by 5:00 or 5:15.
Fridolph said Tuesday the call that started it was simple: the trucks were too early. “Technically, the way the code reads now, it would be in violation of the code.”
Council talked through 5:00, 5:30, and 6:00. Seven was too late. The lean was 5:00. The crew wants to finish before traffic, and some of the drivers have second jobs to get to. Fridolph pointed at the streets near Inman, where kids and parents are out in the morning. “You don’t want garbage trucks in the middle of all of that.”
Kotter said she brought it as a discussion on purpose. On something like the levee ban she drafted first. On this she wanted the council’s lean before she wrote anything. “If there is one that we are not enforcing, I like to bring it up.”
She will draft an exception for garbage trucks at 5 a.m. It will be on the Nov. 16 agenda. It still has to go through three readings. No vote Monday.
The same conversation touched residential dumpsters left in the right of way all week. Kotter has been calling haulers, including Town & Country, and asking them to pull those. The code now says waste has to be gone every 14 days, not 30. The city would rather see toters than a dumpster sitting in front of a house.
