Social districts now on the books in Red Oak — but only when council turns them on

After three readings, the Red Oak City Council on Tuesday unanimously adopted Ordinance 2026-05, creating social districts where alcohol can be carried and consumed outdoors — but only for a specific event, on a specific date, after the council votes to “activate” the district.

 

City Administrator Lisa Kotter and Mayor Tim Fridolph used Wednesday’s KCSI interview to underline what the ordinance does not do. It does not make Fountain Square, Chautauqua Park or the fairgrounds a year-round open-container zone. An event organizer has to apply. The application has to name the licensed establishments that will participate. Council then has to approve the activation by resolution.

Three areas are mapped in the ordinance:

• Fountain Square and a half-block in each direction around the downtown square.

• Chautauqua Park.

• A larger district running from the Montgomery County Fairgrounds to the Legion Park shelter and across Fourth Street to the field used for motocross staging.

Council Member Adam Hietbrink asked Tuesday night whether an event such as a car show could simply invite extra vendors in. Kotter’s answer was no. The liquor license holders have to be listed on the application. For the square, that would typically mean 518 and the pool hall if they choose to take part. The Elks Lodge could also be named, but because the lodge is not inside the district it would still need its own special license. Drinks leaving a participating bar have to be in a clearly labeled container so officers and the public can tell where the alcohol came from.

Fridolph added that an organizer does not have to activate an entire mapped district. A group using Chautauqua Park, for example, could ask for only a portion of that area. “It’s not a free-for-all,” he said. “You can’t just do it because you want to.”

The ordinance follows 2026 state legislation that let Iowa cities create social districts by local ordinance. Each activation will still go through dram-shop coverage and a public-safety review with Police Chief Justin Rhamy.
