RED OAK, Iowa — August 11, 2026
A 56-year-old Red Oak man was arrested Monday evening on a second-offense operating while intoxicated charge, according to the Red Oak Police Department.
Fred Francis Welch IV was taken into custody at approximately 7:48 p.m. on August 10, 2026, at 211 E. Corning Street in Red Oak. Officers charged Welch with Operating While Intoxicated – Second Offense, classified as an aggravated misdemeanor under Iowa law.
Welch was transported to the Montgomery County Jail, where he was being held on a $2,000 bond at the time the information was released.
