Three ordinances took final readings and passed with no discussion. Ordinance 2026-09 allows flag-pole lots in agricultural zoning. Ordinance 2026-10 rezones 1503, 1505 and 1507 North 1st Street and 104 West Walnut from residential to highway commercial. Ordinance 2026-07 bans driving or parking on the levee. Each needs publication before it is law.

Resolution 2026-90 cancels the Dec. 21 council meeting, four days before Christmas. Resolution 2026-93 sets the annual strategic planning session with KARNA for Dec. 30, most of the day. Fridolph said the city has done that session for three or four years.

Resolution 2026-91 approved two DUR grants the board recommended Oct. 7: $5,885.07 for Broadway Styles and Coolbaugh Street Holdings at 220 E. Coolbaugh, and $1,614.36 for an air-conditioning unit at Sloppy Joe LLC, 306 E. Coolbaugh.
