CLARINDA DEVELOPMENT PROJECTS ADVANCE AS COMMUNITY PREPARES FOR SCHOOL LEVY VOTE

Several major education projects are moving forward in Clarinda, according to Clarinda Economic Development Corporation Executive Director Amy McQueen.

McQueen said a community challenge grant supporting the Clarinda school district successfully reached its fundraising goal.
She estimated that the challenge grant, combined with an initial contribution from the Clarinda Foundation, generated approximately $600,000 for school improvements.
The funding is expected to support infrastructure needs, including heating, ventilation and air-conditioning work.
McQueen said some components in the district’s aging HVAC system have become difficult to replace, with officials previously having to search online or work with specialized suppliers to obtain parts.
Although HVAC and similar improvements are not always visible to the public, she said they are essential to maintaining safe and functional school buildings.
“The school is again a driver for economic development and people coming to our community,” McQueen said.
SEPTEMBER 8 VOTED PPEL ELECTION
Clarinda Community School District voters are scheduled to consider a voted Physical Plant and Equipment Levy during a special election on September 8.
The proposed levy would generate approximately $200,000 annually for 10 years. The money could only be used for eligible physical plant and equipment expenses, such as building repairs, infrastructure, equipment and other capital needs.
It could not be used for general operating expenses such as teacher salaries.
McQueen said the funding would help rebuild reserves available for major repairs and emergency infrastructure needs as other school revenue sources are reduced.
She also said she understands that reductions in other levies are expected to offset the proposed PPEL, meaning property owners would not see an overall tax increase at this time. McQueen encouraged residents with detailed questions about the tax impact to speak directly with Clarinda school officials.
She characterized the proposed funding as a need rather than a want, noting that the district must continue maintaining aging buildings because constructing an entirely new school may not be financially possible.
The levy would expire after 10 years unless voters approve it again.
