Coolbaugh no-parking ban is adopted, 4–1
The Red Oak City Council finished a two-year parking discussion Monday night in a meeting that lasted nine minutes.
Ordinance 2026-08 bans parking on the south side of East Coolbaugh Street from Eighth Street to Highland Avenue. Council first voted 5–0 to suspend the rule that an ordinance be read at three separate meetings. The ordinance itself then passed 4–1. Ward 1 Council Member Levi Franks was the no.
Four members were in the room. Ward 2 Council Member Terry Koppa joined on Zoom. Franks had also been the no on Sept. 21, when a bid to pass the ban in one night failed 3–1. This time he voted to waive the remaining readings, then voted against the ban.
Fridolph said the next step is publication. “Just needs to be published in the paper for it to become essentially the law in the city, and then we put up the signs.”
The 2023 code rewrite was supposed to cover that full stretch and did not. The correction has been back before council more than once. Fire officials have said the street is about 30 feet wide.
