Airport hay civil action authorized
Council approved a resolution directing the city attorney to file a civil action lawsuit seeking reimbursement for hay taken from city-owned airport property. City Administrator, Lisa Kotter said the city is seeking $17,268.69 for haying activity believed to have occurred from 2021–2025 (with review going back six years).
She said the amount was calculated using acreage history and comparative production information from another farmer who has a documented haying arrangement.
The vote was 3–1, with one council member abstaining and one voting no.
Kotter also addressed a separate petition filed by Randall “Randy” Cooper seeking declaratory and injunctive relief, saying the city will respond through legal counsel.
Former administrator lawsuit
Kotter confirmed the city is aware of the lawsuit filed by former City Administrator Kyra Smith and said the city has filed a claim through its insurance and has outside legal counsel representing the city and named individuals. She said the city will respond through the legal process and had no additional comment.
